THE ASIAN FEDERATION OF LABORATORY ANIMAL SCIENCE ASSOCIATIONS (AFLAS)

The council meeting was held for the business of AFLAS and preparation for the 3rd AFLAS Congress.

2. A memorial service
It held for Vice-President, Former president of KALAS & Professor Yang-Seok Oh (Korea), who passed away on March 5, 2007. All attendance prayed a silent for him.

3. Preparatory meeting for the 3rd AFLAS Congress
1) President introduced organizational structure and directors/members of committees and workgroup, and requested the member associations or society to decide some support members and notify to the organizing committee.

2) Date and venue
-The president Prof. Qin Chuan proposed the date and venue for the meeting as September 26-28, 2008 and Citic Guoan Grand Epoch City.
-Dr Kurosawa asked to change the time to other dates because the meeting of Japanese association of laboratory animal medicine will be held from 24th to 26th August at Miyazaki in Japan and many Japanese participants may not be able to attend the AFLAS2008.
-Some members expressed anxiety that the venue proposed is too far from the center of Beijing and the Beijing airport. The organization committee explained that it is going to arrange frequent transportations between both areas and the venue.
-After the discussion, the time was decided as September 27-29, 2008 and the venue was agreed to Citic Guoan Grand Epoch City.

3) The idea of the program and the schedule as follows:
First day, Sept 27: Registration
Second day, Sept 28: Report/ general assembly (8:30-17:30)
Third day, Sept 29: 7 Sessions and AFLAS council meeting (8:30-17:30)
Session I : The basis and application of laboratory animal science
Session II : The resource of laboratory animals and laboratory animal models
Session III : Laboratory animal welfare and ethics
Session IV : The animal experiments in fateful diseases and emergency infectious diseases
Session V : Image techniques on comparative medicine
Session VI : Technique training for animal experiments
Session VII : Communication forum on laboratory animal science

4) Estimation for participants is 500 including 400 Chinese guests and 100 gusts from outside China.

(2) New Website for AFLAS Office
The meeting decided that a new website for AFLAS Office will open and maintain by Dr Kasai for continuous information of AFLAS.

(3) Plan of Asian AAALAC
KALAS proposed the plan of establishing Asian AAALAC (Association for Assessment and Accreditation of Laboratory Animal Care) in corporation with AFLAS. The member present discussed its image, benefit and so on and agreed to discuss further in AFLAS.

Dr. Kwon explained the balance sheet for the year of 2005-2006, which was corrected a little from one written in the Agenda. All of the Council members attended to the meeting approved the balance sheet.

(2) Collection of annual membership dues of 2006
All of the Council members attended to the meeting approved to collect the annual membership dues of 2006 as follows.
Japan $2000, China $1000, Korea $1000, Chinese Taipei $1000, Thai $200, Philippine $200

3. JOINING NEW MEMBERS
Representatives for Malaysia association of Laboratory Animal Science (Dr. Abdul Rahim Mutalib) and Singapore association of Laboratory Animal Science (Dr. Leslie Retnam) agreed to discuss about joining to AFLAS with their own associations. It will be discussed and decided in the next council meeting in Beijing.

4. CONFIRMATION OF HOST ASSOCIATION FOR 2008 CONGRESS
Dr. Qin Chuan and the attendance confirmed that the 2008Congress is to be held in Beijing.
Dr. Qin Chuan told that October or November is good at the meeting and showed new promotional literature for 2008meeting.

5. ELECTION OF HOST ASSOCIATIONS OR SOCIETIES FOR 2010 CONGRESS
Dr. Kasai proposed Chinese-Taipei society for a host association for 2010 Congress. Dr. Hong explained the boarding meeting of CSLAS held on 20th July and acceptance of this proposal. The one of council member was anxious about acquisition of visa for Taiwan, but Dr. Hong answered that no problem will be occurred.
Finally, all of the Council members attended to the meeting approved this proposal.

6. ELECTION OF MEMBERS FOR 2006-2008 YEAR'S TERM 
Executive Board members were elected as follows:
President: Dr. Qin Chuan (CALAS)
Immediate past-President: Dr. Yong-Soon Lee (KALAS)
Vice-President: Dr. Noriyuki Kasai (JALAS)
Vice-President: Dr. Yang-Seok Oh (KALAS)
Vice-President: The person recommended by the Chinese-Taipei society that will notice to Executive board as soon as possible.
Secretary General: Dr. Zhang Lian-feng (CALAS)
Auditor: Dr. Parntep Ratanakorn (TALAS)who will be confirmed whether he accept or not.
Three vice-presidents were elected in this meeting. Therefore, the statutes and the by-law were revised for the number of vice-president from two to three.

7. ABOUT AFLAS JOURNAL
Dr. Qin Chuan explained that Chinese government may help to edit AFLAS journal. Therefore, we will discuss more in the next council meeting whether AFLAS will publish the journal.

8. AFLAS WEB SITE
It decided for CALAS to maintain the Web site of AFLAS, http://www.aflas.org/. Therefore, the server will be moved to China.
All of attendance agreed that the next council meeting will be held on 2007 in Beijing, China.

2. FINANCES

Dr. Kasai explained the balance sheet for the year of 2004-2005. All of the Council members attended to the meeting approved the balance sheet.

(2) Annual membership dues 
All of the Council members attended to the meeting approved the amount of annual membership dues from the 2005-2006 fiscal year decided at the council meeting in Nagasaki at May 21, 2004 (Nagasaki meeting) as follows: 
Japan $2000, China $1000, Korea $1000, Chinese Taipei $1000, Thai $200, Philippine $200

(3) Collection of annual membership dues of 2006
Korea association of Laboratory Animal Science, which will be in charge of the next secretary general, will collect from each member association or society. 

(4) The rule for spending the budget (discussed in Nagasaki meeting)
The following rules have been confirmed by the participants:
The budget must be spent only for the Council meeting, the executive board and the secretariat. For example, office expense of the secretariat and business trip for executive board members if no other source exists. The business trip of the council members should be supported by the association or society they belong. The rule for expense of business trip will be determined by referring to the rules of member associations or societies. Registration fee of AFLAS Congress for the Council Members except Host Members could be paid from AFLAS.

3. EXECUTIVE BOARD MEMBER (Term of service: November 2005 to May 2006)
Dr. Myung-Sang Kwon of Kangwon National University, Korea, has been elected as the Secretary General of AFLAS. Prof. Noriyuki Kasai, Tohoku University, Japan, has been confirmed as a Vice-president according to the decision in the 2004 Council meeting in Nagasaki.

4. 2006 AFLAS CONGRESS in KOREA
President Yong-Soon Lee and Dr. Yang-Seok OH explained the preparation of the Congress.
(1) Outline of the Congress 
a. Chairman: Dr Yong-Soon Lee.
b. Date: End of August or First of September, 2006.
c. Venue: Cheju Island, Korea.
The exact venue and date will be decided by the end of June after Drs. Lee and Oh will visit Cheju University.
d. Organization: An executive committee for the 2006 Congress will be organized in the business
meeting of KALAS. 
e. Registration fee: The committee of the 2006 Congress will decide later.
f. The plan of symposium:
1) Stem cell including therapy.
2) Infectious diseases especially zoonosis.
3) Genetics of laboratory animals including non-human primates.
4) Animal welfare or experimental ethics organized by ICLAS.
5) The plenary lecture Candidate: Dr. Woo-Suk Hwang.

Drs. Lee and Oh expressed that the first circulation of the 2006 AFLAS Congress will performed on around September. We talked about new member of AFLAS which will make approaches to. Bangladesh and Singapore have possibilities to join to AFLAS.

3. TITLE and ABSENCE of TAIWAN SOCIETY in THE MEETING
Dr. Kasai explained the problem and process of the title of Taiwan Society until now. He also mentioned the reason why delegates from Taiwan Society were absent in this Council Meeting. 
The comments received included:
- need opinions from China (Korea)
- Chinese Taipei Society of Laboratory Animal Science is best (China)
- will wait the decision of Taiwan Society in the annual meeting in coming November (Thai)
It was agreed to the proposal of Dr. Kasai that the statement regarding the tiltle of the Taiwan Society will be sent to Taiwan Society as an offer of AFLAS Council meeting.

4. FINANCES and ANNUAL MEMBERSHIP FEE
Dr. Kasai mentioned about a balance sheet of AFLAS finance up to now. He also proposed an annual membership fee for each member. After extensive discussions, the amount of annual membership fee from the 2005 fiscal year was decided as follows

Thai $200, Philippine $200, Taiwan $1000

5. AFLAS Journal
Although we discussed about establishment of AFLAS Journal including finances such as sponsor of the Journal, it was decided that this issue will be further discussed.

7. THE COUNCIL MEETING of AFLAS
The members confirmed the next Council Meeting of AFLAS would be held in Soul, Korea at June 2005. 
The members also confirmed that The Second Congress of AFLAS (2006) would be prepared by Korea as the next organizer. 

8. ANY OTHER BUSINESS
Dr. Natividad proposed that we should invite other Asian countries (Malaysia, Vietnam, Hong Kong etc.) to join us as AFLAS members. 
Registration fee of AFLAS Congress for the Council Members except Host Members could be paid from AFLAS.

THE ASIAN FEDERATION OF LABORATORY ANIMAL SCIENCE ASSOCIATIONS (AFLAS)
Saturday 29 November, 2003, Tokyo Japan

1. WELCOME
Dr. Sugano, the president of the host association, greeted everyone present. He noted that delegates of 5 countries or regions were represented in this meeting. He extended a particular sincerity to Dr. Qin Chuan (the delegate of China) who cannot attend the meeting because of VISA application trouble.

3. ELECTION of a CHAIR and a SECRETARY of THIS MEETING
Dr. Sugano for a Chair and Dr. Kasai for a Secretary were elected.

4. ESTABLISHMENT of AFLAS
The establishment of AFLAS was approved by the positive results of a voting of the all members (5 in favour, 0 against, 0 abstention).

5. STATUTE and BY-LAWS for AFLAS
Although minor revision was needed, the Version 3 of the draft prepared by Dr. Kasai was approved by the positive results of a voting of the all members (5 in favour, 0 against, 0 abstention) and the AFLAS would now work to Version 3.

5-1. MEMBERSHIP
Dr. Natividad commented that 5 countries or regions represented here should become founding members. The all members agreed that China is also approved as founding members if China wishes to join AFLAS.
Dr. Natividad questioned the difference between membership and associate membership. The all members agreed that this issue is subjected in future because presently there is no associate member. Dr. Tamaoki commented that AFLAS should accept applications from many Associations or Societies in Asian area.

5-2. ANNUAL MEMBERSHIP FEE
Dr. Kasai, the Secretary, proposed an amount of annual membership fee for each member. Although most of members agreed with the proposal, a few members could not decide agreement at the present by themselves. In addition, it was impossible to decide it under absence of a representative of China. As a result, all of members came to an agreement as follows; each member should contribute the amount in this proposal as a foundation donation and each member will correspond to the secretary general about a result of discussion in each association as soon as possible. An amount of annual membership fee in each member will be discussed further and decided at the first congress of AFLAS held at May 2004 in Japan.

6. ELECTION of COUNCIL and OFFICES

The offices of AFLAS were elected as follows:
President: Dr. S. Sugano
Vice-Presidents: Dr.Yong-Soon Lee (Korea) and a representative from China
Secretary General: Dr. N. Kasai
Auditor: Dr. C.-E. Tsai
Dr. Yong-Soon Lee was recommended as a Vice-President by the representative of Korea. He is a professor of the College of Veterinary Medicine, Seoul National University and the Commissioner of Korea Food and Drug Administration.
Other Vice-Presidents will be decided by May 2004 at the first congress of AFLAS held in Japan on recommendation from China.

7. BUDGET for 2004 FISCAL YEAR
The members agreed that the budget for 2004 fiscal year will be prepared by Dr.Kasai, the secretary general by the end of December of this year after the amount of foundation donation fee was decided in each member.

8. The CONGRESS and the MEETING of AFLAS
The members confirmed that the First Congress of AFLAS would be held in Nagasaki, Japan at May 22, 2004, and that the Second Congress of AFLAS in 2006 would be prepared by Korea as the next organizer.

The members also confirmed the next general meeting of AFLAS would be held in Nagasaki, Japan at May 21, 2004.
